NEW YORK, November 7, 2024 – The 2024 United Nations Climate Change Conference (COP29) will be held in November in Baku, the capital of Azerbaijan. The COP29 Summit will bring together the countries that are party to the Paris Agreement, under the shadow of the climate crisis that threatens the lives and well-being of children around the world. Climate shocks occurring almost everywhere on the planet continue to negatively impact children’s health, development, safety and access to basic services. However, the world is not doing enough to protect children. UNICEF is preparing to take the necessary steps to ensure that children’s needs, rights and perspectives are taken into account in climate policies, actions and investments by attending COP29.
“Children have endured another year of record heat, devastating floods, life-threatening droughts and hurricanes,” said UNICEF Executive Director Catherine Russell. “Children are the least responsible for these crises, yet they are bearing the brunt of the consequences we are facing. Governments must prioritize children’s rights at COP29 and through Nationally Determined Contributions. Children must be included as part of the solution, and world leaders must make the systems children need, such as health, education, water and sanitation, more resilient to the impacts of climate change. It is time to act.”
Summary Information
Nearly 1 billion children – almost half of the world’s 2.2 billion – live in 33 countries where climate hazards pose “extremely high risk.”
More than 420,000 children in the Amazon region are struggling with record drought.
1 in 5 children, or approximately 466 million children, live in regions where the annual number of extremely hot days has at least doubled compared to just six decades ago.
Extreme heat increases the risk of stillbirth and premature birth; a 1°C rise in air temperature increases this risk by 5%.
Air pollution is the second leading cause of death among children under five globally, after malnutrition.
Studies in Bangladesh show that in years when heat waves last more than 30 days, the risk of child marriage for girls aged 11-14 doubles compared to years without heat waves.
The Basic Point
Countries party to the Paris Agreement have committed to taking into account, protecting and promoting children’s rights in their climate action activities. In addition, the United Nations Committee on the Rights of the Child, in its General Comment No. 26, emphasizes that member states must ensure children’s right to live in a clean, healthy and sustainable environment.
The achievements of COP28 (such as the institutionalization of the position of the Presidential Youth Climate Envoy and the decision to organize an expert dialogue on children and climate change at the Bonn Climate Conference in June 2024) have not yet translated into significant initiatives or investments in child-focused climate policies. For example:
Next year, member countries are required to submit updated versions of their national climate plans, Nationally Determined Contributions (NDCs 3.0). However, less than half of the current plans are child- or youth-focused, and only 3% of these documents were prepared through participatory processes that included children.
It is noted that only 2.4% of climate finance takes into account the needs of children, and only one of the 591 projects approved in the 17-year period between 2006 and 2023 focused on education as a primary goal.
UNICEF calls on leaders to:
1. Ensure that the COP29 Outcome Communiqué includes steps to combat the unprecedented and disproportionate impacts of climate change on children.
Concrete steps should be included in the COP29 Final Communiqué on recommendations developed as a result of the expert dialogue on children and climate change, including national policies, financing and meeting the needs of children within the scope of the UNFCCC.
Parties should address a clear roadmap for assessing and protecting the rights and needs of children before and during the second Global Stocktake.
2. Provide a major increase in climate finance for children.
100 milyar dolarlık hedefin yerini alacak olan İklim Finansmanı için Toplulaştırılmış Yeni Sayısal Hedef (NCQG), çocuk haklarını temel almalı; toplumsal cinsiyet ve yaşa duyarlı iklim finansmanını arttırmalı; uyum ve zarar/kayıp telafi fonları da dahil olmak üzere yeni ve ek finansman kaynaklarını teşvik etmelidir.
Taraflar, iklim finansmanının çocuklara özgü hassasiyetleri dikkate almasını sağlamalı; bu kapsamda, çocuklar ve iklim değişikliği konusunda uzman diyaloğu etkinliğinde tavsiye edildiği üzere, söz konusu amaca yönelik finansman pencereleri oluşturulmalı ve çocuk dostu iklim finansmanı izlenmelidir.
3.Yeni Ulusal Katkı Beyanları’nın (NDCs 3.0) tamamının çocuk odaklı bir bakış açısıyla hazırlanmasını ve iklim değişikliğinin çocuklar üzerindeki orantısız etkilerini ele almasını sağlayın. Bu konuda yapılan açıklamalar:
1,5°C hedefine ulaşmayı mümkün kılacak şekilde, emisyon azaltımı ve iklim değişikliğinin etkilerinin hafiflemesine yönelik yeterli taahhütlere yer vermelidir.
Sağlık, eğitim ve gıda sistemleri gibi çocuklar için hayati önem arz eden sosyal hizmetlerin güçlendirilerek iklim dostu ve afetlere dayanıklı hale getirmelisini desteklemelidir.
Hem çocukları ve gençleri hem de sahip oldukları hakları içerecek şekilde kapsayıcı olmalıdır.
4.Çocukların ve gençlerin güçlenmesini sağlayarak iklime ilişkin karar alma süreçlerine anlamlı bir şekilde katılmalarını mümkün kılın.
COP29’da çocukların ve gençlerin ulusal delegasyonlarda ve müzakere ekiplerinde yer alması sağlanmalıdır.
